Child welfare

All children have the right to an upbringing in a safe and stimulating environment, balanced and diverse development, and special protection and care. The purpose of child welfare services is to protect these rights and to support parents and other guardians in fulfilling their duties. The primary goal is that children and youth are able to grow and develop in their own home.

Child welfare services are legally obligated to take action if so required in the best interests of the child. Child welfare cases may be opened as the result of a contact or application by a customer, or a filed child welfare report. A child welfare report may be filed by anyone concerned about the child’s situation.
