Decision making and organisation


City Council 

The highest decision-making organ in Tornio is the City Council which is selected by direct secret vote of the residents for four year terms. It lays down the general operative and financial outlines and decides on the main objectives. The council is a future-oriented strategic director that defines long-term objectives and goals.

Tornio City Council has 43 members and an equal number of deputy members.

City Board

The municipal board is responsible for municipal administration and financial management. It prepares matters to be decided by the council, executes the decisions and ensures their legality. The board’s responsibilities are more practical than those of the council.


Tornio City Board has 11 members and an equal number of deputy members





The City of Tornio runs eight committees. They look after duties connected with their own administrative sector.





Administrative organisation




The City of Tornio is organised into Central Management, Education and cultural services, Social and Health services and Technical Services. The highest decision-making official in the City is the Mayor, who operates at the City Office. The city has over 1300 employees.
